New hooks, coat of clear, and send it! My favorite plopper color!

If tail still spins then just replace hooks & rings and polish it up.

Replace the split rings and hooks and use it. If you want a project you could try to repaint but it will catch fish as-is so I wouldn’t worry about it.

I’ve never ever seen a lure that resembles a diving Loon.
I’d say give it a wash. Put on a new treble hook and see how it does.
