Normal. That’s the proper way daiwa want their spinning reels spooled. You will find it in the manual the reel came with.

You likely got some shims that fit under the spool in the box when you purchased the reel. You can add these shims when the line is piling up at the top of the spool or remove some when it’s piling up at the bottom. See what the manual says.
