Those are meant to be cast and retrieved so don’t use a bobber. I would recommend casting out a few feet and retrieve it slowly. Take note of how fast it sinks and try to keep it just under the surface to avoid snaggable things. Keep doing this until you know how fast you need to go to keep it off the bottom or near bottom. Then, you can cast out with intent to catch something. Make sure you’re retrieving fast enough to keep the lure where it needs to be. Maybe add some twitches and movement to the lure.

They make a weedless version that works alright. Fun fact they catch northerns pike and bass pretty well too. You’re supposed to jig them so constant reel and stop.
