Cast and retrieve. Swim baits are good for spring and fall. Summer months the worm rigs and crawdad jigs hit better.

That paddle tail looks a little long, I usually like to have them where the end is a little bit past the skirt.
I use swim jigs a lot, I’ve had the best luck using a super slow retrieve, and a stop and go retrieve.
Also, try a craw trailer too

Slooooow retrieve with lots of pauses and a few subtle jerks. Little bit late in the year to be using though

I’ve had the same experience as you, and have just stopped buying and fishing them. Some lures work in some fisheries, some just don’t. Ive found weightless flukes to work the same water column as a swim jig would, and has been way more productive. Try other lures and see what the fish want rather than trying to convince them to bite something they don’t seem to like
