So my Betta is basically a Buddhist monk in fish form. He’s so peaceful that my Neons and Rummynoses are bullying him. I’ve never seen him flare, not even at his own reflection.
The tetras keep poking their little noses into his business, nipping at his fins, stealing his food, invading his territory and he just turns around gives them this slow wiggle like, “Hey mates, let’s be friends.” He’s my first Betta, so I’m just dumbfounded. After hearing all those stories about how aggressive they can be, I don’t even know what to do with this calm little guy.

He’s just a sweet guy. Some bettas are rage given form, others are just calm.
Tetras don’t make good tankmates for bettas in any circumstance, as they’re very flashy and, as you’ve noticed, notoriously nippy.
Additionally, bettas should not be housed with any other fish in a tank smaller than 20 gallons.
I’d rehome either the tetras or the betta, or if you have the means, setting up a second tank for either.
This is a betta dedicated discord server! You look like you’re on the right track (save for the tetras, but I did the same with my first betta) and we’re happy to help with any future questions, or just a place to post betta pics
