it’s not cycled yet or anything so obviously not until then but is this size enough for one with everything? it’s a 5 gallon tank with a filter and eventually a heater and i was going to wait until it cycles to add in shrimp and a hopefully peaceful betta

yes a betta can live here.
no you absolutely cannot keep shrimp and betta together in a 5 gallon, also make sure to get a betta with big fins.
betta with small fins swim more and faster so they will require bigger space.
while longfin bettas swim less and way slower so they can do fine in a 5g.
other than that, absolutely gorgeous tank, goodjob op
