I just now noticed that my college’s coffee shop has this betta- and obviously this isn’t good for him. This tank is way too small. Is there anything at all I can do to get him out? Obviously it’d be rude to walk up to the barista’s and say “hey your abusing that fish”- so what could I possibly do for him, if anything?

Usually I start with small talk, like “oh that betta reminds me of one I had years ago” (even if it doesn’t lol, it’s an ice breaker) etc…and start talking about what you have now, and what you’ve learned over the years. Gentle encouragement is better than “oh you’re so abusive ra ra ra”
Get him a maybe double the size tank – 5 gal or ten max. transfer the water etc maybe add more plants. Donate quality food. Maybe they will let you maintain it there. Put a plant or two around the tank for a vibe. mostly the tank size is an issue but long fins – doesn’t do great if tank is too big.
Can you ask who technically owns the fish? I doubt the employees had the idea probably a manager or someone in the school you should talk to them about it and do it nicely. A lot of people are defensive if you just go “hey everything youre doing is wrong”
Kidnap fish and give better life. Kidding. But like the other commentor said, bring it up gently. Some people get defensive as hell when they are told they’re actually abusing an animal.
If things could be talked out civilly then it could be cool to organize a donation cup for everyone to donate money to go to fishy bro having a more fabulous home and healthy life
If you’re socially anxious and conflict-averse (like me lol) you could leave a note or care sheet and next to his tank so that whoever is responsible for feeding him sees it.
