I recently got a new betta fish and I want to responsibly care for it. I need opinions on whether or not a heater or filter is required. My tank has a cover on it so I'm not sure if a filter would fit and my country is quite warm since we don't have seasons over here. I have a male(?) betta and it is a half-moon tail. It's long finned too.

A filter and heater are most definitely required. The water temp needs to always be at a stable temp. Ideally 79-82°F. A filter is required so you can build your beneficial bacteria and cycle your tank!! These are non negotiables!!
Yes you need a filter and a heater, and a thermometer
I think sponge filters work well with bettas(they’re nice and low flow, which is best for bettas esp long fin ones) and don’t hang over so they shouldn’t get in the way of your cover. a heater and the sponge filter just need enough of a gap in the back for the chords they’re attached to. you will need both of those things! I’d go and look for sponge filters and heaters tailored to your tank size(if not exact, find the next best one closest to your tank size)
