Betta Fish: Cirrus is still egg bound and is burping bubbles?

Cirrus is extremely eggy and won’t absorb or release them. She is in a tank by herself with some shrimp. She has been more lethargic and hanging out at the surface more. She can still go to the bottom of the tank and does sometimes, she does not float to the top or anything like dropsy or swim bladder issues. I tried fasting her for a day, but she hasn’t released them yet. How can I help her?
