What the title says. I’m a new betta fish owner, he’s in a 9 gallon with a pleco and they’re getting along but I’m worried that the flow may be too high? I’m not sure how to turn it down or if I can.

It is. You can put a fleece buffer halfway in the filter and halfway in the water, or you can just get 2 sponge filters to put in opposite sides of the tank and put a T-valve halfway up the tubing.
You can turn it down a tad bit so he can swim. It almost look like he was trying to go to that direction but turned around because the flow was a little strong. If he goes towards the filter and gets swiped down, then yes it’s high
