I'm not sure that he can even really swim he kind of just sits at the bottom of the cup and doesn't go anywhere except for in circles cuz that's always able to do. But my question is is he even going to make it if he can't swim I would put him in a hospital tank once I got him home that's only 2 gallons but I'm scared that he wouldn't be able to swim back to the top and get air. Looks like he's been attacked bad.

Looks like hes got fin rot and that’s about it. Clean water, heat and aquarium salt will do the trick. Don’t buy any chemicals with “fix” in it to treat or any other “natural” remedies as they are made with snake tree oil and will coat your bettas labyrinth lung. If regular water changes and salt don’t do the trick and you see no regrowth after two weeks, pick up API fin and body. You’ll have to cut the dosage as its usually premeasured for 10 gallons. Upgrade tank size ASAP. Good luck
I rescued a betta last week that had such bad swim bladder (he was fully vertical face down) I was concerned he wouldn’t make it to the top of the tank for air. The first night I had him I put him in a 1 cup size measuring cup floating in the 2g hospital tank so he didn’t have to work hard to get to the top. Obviously not an ideal night for him, but he was looking a lot better by the next day.
I dosed the water with API Fin & Body Cure and aquarium salt before scooping water into the cup. If you do that, turn the filter off so he’s not bobbing around all night.
