I’m looking to set up this 5 gallon (I think) tank as a betta tank. I plan on placing more gravel and sand and adding more plants of course, and removing the bubbler (I had to clean some biofilm before setting it up that’s why it’s in there now, just haven’t taken it out). I was curious if this size tank is sufficient for a betta and shrimp? I keep the inside of my house about 72-75 degrees, do I need a water heater for the tank aswell or would the water at room temperature be suitable?

Yes, get a heater. Bettas prefer a range of 75-80. I’d also recommend combining your bubbler with a sponge filter bc bettas can get easily fatigued from the hang on back/internal filters. The constant moving water makes it difficult for them to swim with their long fins. Cherry shrimp would be fine in here too, I housed about 6 alongside a betta in a 7gal. Just make sure you add them before the betta, as particularly territorial ones may try to eat them if they sense an invasion of their space. Good hunting!
Betta’s can manage in 72-86 I think it is but their ideal temp is 78-80 degress, so I’d always suggest a heater especially for the winter months (depending where your climate is)
Regarding tank size. 5 gal is probably the minimum tank size for a solitary Betta. I wouldn’t recommend anything else in there with it – even shrimp as despite not adding to your bio load they’re just going to be up in each others grill in a tank that size.
Most recommendations for temps are higher. 75 is fine, 72 could be stressful, but probably not specifically dangerous. I’d go for a heater, even if you set it lower on the temp range (there’s been some discussion here recently on whether the 78-80 recommendation really stands up).
Shrimp are iffy in a tank this size. Bioload shouldn’t be a problem, but many bettas will go after shrimp and it’s harder to give them hiding places and their own space in a tank this small. Just know it’s a gamble and don’t be surprised if they get eaten. Also watch out for stress in your betta
