Apologies for the video quality in advance but I’ve noticed that my betta has developed some sort of white film over his eyes. He’s still very active and finds food easily but I’m worried that he might be blind or developing some sort of sickness.

Might be bacterial. My boy developed that and I got some eSHa 2000 and his eye cleared up.
Can’t tell for sure from the video, but there is always a chance of diamond eye developing and bettas are becoming more prone to it as time goes on in my experience. If it isn’t a water parameter issue, I would look up that term and see if the info you find is similar to your situation.
The short version is that, it’s when scales begin growing over the eyes and obscure vision. It isn’t necessarily a harmful or dangerous issue, but it will likely result in eventual blindness and isn’t something that can really be treated, though some say having more acidic, tannin filled water can help slow the process by keeping scales more naturally soft. Can’t really confirm or deny if that’s true, but I’ve seen it said and it doesn’t hurt the fish to try it, so maybe worth a shot. Any diamond eye bettas I’ve had have been more severe cases, but if yours is just starting to have this issue maybe it’ll help a little.
I’m sorry i can’t help you with his issue, but just wanted to say wow he’s gorgeous!
