The betta looks to be healthy at least. Can’t make out his top fin from this pic. Is it torn? Don’t do anything major with the tank. You can add new water slowly and clean it slowly. One thing about bettas that i’ve found is that they don’t like too many changes in their water. Get some plants too because they go a long way to keeping the water clean.

Definitely a betta fish, I’ve never kept one, so I can’t speak too much on anything else.
