Been fishing shiners all different spots in Oakland, can’t catch a single peacock or snook, not even a largemouth.

If you can see the fish, they can see you. I bet this is what is happening here. Try casting from further away
It’s hard to tell in the video but are you using braided line straight to the hook? If so, try a clear leader of 10lb flourocarbon so the fish can’t see your line.
