It depends. In creeks or streams waterproof sandals and shorts for wading until the water temps hit 40 then waders, you want sturdy close toes for piers, and I have beat up sneakers if I’m standing on rocks. Beach fishing is nice barefoot, but I like to have close toed shoes around in case things get rowdy (multiple toothy/spiny hookups at once, big shark, etc)

I like Columbia PFG shoes. They are inexpensive, dry quickly, and hold up pretty well for water shoes. For walking creeks with gravel, I also wear neoprene socks. These make a world of difference for comfort.
