My tank has about an inch and a half of organic potting soil that is covered by an inch of sand all around. While planting and placing my wood some of the potting soil came out and floated to the top/around the bottom of my tank. It is hard to spot in the photo, but the black dots are the soil bits. I have no fish in yet and am letting it cycle as of currently. Will the soil cause any damage or harm?

That always happens when I do a dirted tank.
You can try to be more gentle when adding the water next time and make sure you have even layers. I have seen a disposable plate used to keep the water from disturbing the sand layer.
Adding a some water to the dirt before adding the sand, can also reduce the amount of soil that floats up.
My experience is that a dirted tank takes a few days to settle after you fill it.
