I think dropsy this severe is near impossible to recover from. You might want to start considering euthanizing him with clove oil to minimize his pain.
You can go ahead with remedies first, but in my experience dropsy this bad was all deadly. Looks like he lost most of his fins as well.
How were your water parameters and tank size?

7 tablespoons of epsom salt per gallon. 20minutes. Heavy tannins kanplex and clean water in a seperate hospital tank and fast for three days.
Most likely you’ll have to euthanise though
