Should i make it poke out of the water or leave it as it is?

Either one works I would leave it under the water, plants only flower when they are happy but during the flowering they can get stressed if disrupted so I would just leave it alone until the flower starts to die, then cut the flower off, when plants make flowers they put all their energy into the flower which can cause the plant to die, but once the flower is done and gone they are happy again
