So I've tried everything I can think of, but my pwm won't control my 55lb newport, I have a 60-100Amp pwm, a brand new lithium battery. I've tried multiple (new) pwms and all I ever get is a "click" in the board when I turn up the potentiometer, how does one go about troubleshooting this further?

Post this in the Motorized Kayak Fishing Group Facebook group. You’ll have better luck there getting responses.
I have had a few pwms go bad easy, try a new one
I have this same PWM board.
Your wiring is wrong.
Its MOTOR- MOTOR+ POWER+ POWER-

I can clearly see your not doing that based on how one of your wires is split between the outer terminals.
Some PWM’s do this, but i have this exact model printed on my PCB so i think thats your problem. Its entirely possible im wrong as there are probably variants of this exact board from various random Chinese manufacturers, but thats my guess.
I’m going to guess you watched a Youtube video because many of those guys use ones with the split wiring i found in their videos.
Also get some cable glands my guy before 1 drop of water gets in those gigantic holes and shorts it out and read the PCB labels that clearly tell you where each wire goes.
