I think so i cant really see well in the photo but it looks like his scales are sticking out if it is he prob has it if he does have it fast him for 2-3 asap and give him a epsom bath and give him antibiotics that are specifically for bloating/dropsy problem and when you’re gonna feed him feed him maybe small pinch of daphnia and put him in a hospital tank..
