Reach out to the guy. I will assume this is in Texas. Probably a guide. If you need to look at rod brands here then Look at Laguna rods, Sarge, Waterloo and sawgrass. If it is a true custom, who knows?
The acid wrapped guides are a clue that it’s most likely a custom rod. Not many commercial companies doing that, especially on a casting rod.
