Betta Fish: I hope these white spots aren’t what I think they are

Is this the starting of ich?

I have a 10 gallon slightly planted tank. (moss, amazon swords, anubias, guppy grass), with lava rocks, driftwood, a filter, heater always at around 26 celsius. He has a tankmate, a mystery snail.

Nexus was fine the day before, he didn't have those white spots.

If it is ich, how can I treat it without a hospital tank? I am unable to afford a second tank as a hospital tank and even if I were, I wouldn't be allowed (long story but abusive guardian).
