there is definitely fin rot going on, the ragged edges mean fin rot

Looks like fin rot with some ammonia burn on the back fin. He can bounce back with water changes and tannins, maybe put it in a sick tank. If he’s not improving then you can use anti bacterial medication. If he’s has white fuzzy tips on the fin then it’s fungal.
