That tail says looks like it’s been dragging on raceway walls to me.

Stocked for sure. I used to stock them in CT and they looked just like that on the tail. Burlington trout hatchery farms them in circle concrete tanks, concrete lined ponds, earthen ponds, and concrete raceways so their fins aren’t always beat up the same way. There are very few healthy brook trout populations in CT and I wouldn’t think they’d get that big.
