I put a 2.3' Big Joshy paddle tail on a micro chatterbait and I'm sill new to soft plastics on jigs, but the MAIN question is:
Am I supposed to leave the rubber band on the chatterbait, or remove it?
Second question: is this a good size trailer here?

Keep the rubber band, yes that’s an ok size
That trailer is a little bit small for the hook, but not terribly. As for the skirt, that is up to you. Some people have a lot of luck on shirtless chatterbaits and you’ll cast a bit farther, other times leaving the skirt on will get you more bites.
I’d trim the skirt up a tiny bit there by the blade the trailer looks fine to me you could go a little longer on the trailer if you want.
If you go find the tactical bassin videos about chatterbaits he actually recommends a single tail soft bait, like a fluke, so that it just reacts to the wiggle the lure has, and doesn’t fight the bait. This was earlier today using a 5” caffeine shad.
Edit: yes, keep the rubber band and I wear a size 14 for reference lol
