after my post earlier and reading the comments i re tried the pva bag rig and would this be better? Using Silicone tubing to hold the hair in place?

Yep, that is good, I would cast that out. I would just slide the silicone tubing up slightly. I like to keep where the line exits the tubing in level with the hook point, that’s just me.

I do a lot of PVA bag fishing, I would happily stick that in a solid bag. I would maybe trim the kicker down a touch to open up the gape of the hook but thats a personal nitpick really.
