Is it holding to the spot for an extended period? If so it’s probably bedding. You can catch them and there is a lot of information on how to do that but it’s just stressing out the fish when they’re trying to reproduce.

He’s probably just not thinking about food. Try a rooster tail or other inline spinner to get a reaction out of him.
