I just got this betta as a surprise gift and am trying to set up his tank but does he have fin rot? I have tested the dechlorinated spring water for the past couple days and all levels + PH seem good. I have a heater set to 79 degrees and a filter. His colors seem dull and he often swims erratically and glass surfs as well. Does anyone have some advice?
