I’ve only had him for a few days and I’m terrified about over feeding him because of the health risk but now I think I might be under feeding him. Is he way too skinny?

I think he is a bit on the thinner side.
Dangerous overfeeding is when they eat to much at one moment in time. So if you give him a small number of pellets 3 + times a day, he should gain weight and not get bloat. Their stomach is about the size of their eye ball, so it’s tiny.
Make sure it’s high quality and alternate pellets & frozen foods like Daphne (fiber good for stomach) & treats like blood worms.
For pellets I usually do “half eyeball amount”, as they soak up water and expand, for live food I do eyeball.
It should be about the volume of the back of a pin needle. 📍
Tiny amount, rotate pellets & frozen, make sure to feed less volume of pellets than as they expand.
That way he can gain weight, without getting constipated.
