You gotta throw it back, legally. They’re not going to care about your story if they see a cooler full of undersized fish.

No, you can’t keep it. Best practice is to cut the line and release it with the hook still in if you can’t get the hook out. Believe it or not, the fish will find a way to spit the hook a surprising amount of the time. There have been tank studies and most of the fish lose the hook within a couple days and survive, unless the hook ruptured something important.
