i just came back from a trip and i had my mom taking care of my fish – filter was off, tank water low, what is this forming now and should i be worried ????

Uhh a bubble nest. Means the fish is sexualy mature. No water movement made it better for nests.

Your betta might have made a bubble nest, or somehow bubbles got in? Dish soap (toxic!) or a bubbler/airstone are examples of how this can happen.
However, it’s most likely it’s a bubble nest!

Looks like a bubble nest that has gotten spread out. Sometimes it happens to my fishes nests. Usually after disturbing them with a tank cleaning

I think this is just the film foaming from the water staying still for a while, should clear up
