Leak in outer layer?

I’m very rough on my waders (lots of blue lining, scrambling, pushing through brush when necessary, etc) and took a tumble yesterday. Pulled them instead out to make sure everything was absolutely dry and saw this in a few spots. Is it water getting trapped between outer fabric and inner membrane? I didn’t see an obvious tear on the other side, but could be a pinhole.
