Tank's just a few days old so I still have a couple weeks to decide. My sense tells me to do 🦐 only, size wise, but I really want a slow swimming betta, maybe a small one? It's still an improvement to the tiny cups they are being kept at the shop. I have kept some low tech shrimp tanks before, but never a betta.
I have a bigger tank but it's an outdoor one and I cant guarantee its temperature to not go over 30 degree C in the summer

Hi OP, it looks much too small for any fish including a betta. There’s not really anywhere for him to swim or have an enriched life.
I would focus on maturing the tank for shrimp, they don’t need as much space as fish do.
The size looks to be around 5 litres maximum? The absolute minimum for a betta is 19 litres, though 38 litres provides a decent space over the minimum.
Fish need space, enrichment, stability and dilution of the toxins from their toilet waste. When the water volume and tank size falls outside of these basic requirements, the fish suffers the consequences.
Thanks for researching before adding a fish. Stick to shrimp at most, but please mature the tank first. Shrimp are sensitive to unstable new tanks.
The problem here is not so much swimming room for the betta (although this is really limited), but his bioload in this tiny amount of water. You will have NO wiggle room for any mistakes, or anything that might get the balance off. It is doable, but I am a very experienced aquarist and I wouldn’t do it, way too much worry.

This is correct, but do you really only want to strive for the bare minimum?
The tiny cups are temporary. This would not be. It’s not enough of an improvement, and would be cruel to any fish.
Not enough room for a betta to thrive.
