Hand wind it onto something. You might have to get creative like taking the tyre off a bike wheel, hand spool it onto the rim, then wind it onto your reel from there. There’s gotta be better suggestions than that though.

Open that up, put a 2liter inside the circle, and wind up with one line gripped against the rod

In my experience leader line and handlines come like that. I think the thinnest I have is 27kg. We use them for larger sea fish which could rub off the line on shells or rocks, or to put a 4-6m (yard) casting trace on our reels. This is for safety and to stop the main line snapping during powercasting with sinkers up to 8oz.
The chances of tangling and twisting are huge. I use a couple of cable ties to keep the looped line you have in place and push it through to get the line I need.
