We've had him for about 3 months now, don't have access to test water conditions as of right now, he seems to be active and responsive, just worried about the condition of his fins.

A lot of keepers can help you better if you answer the mod questions.
I’m also a beginner keeper but clamped fins are a sign that a betta is uncomfortable in some way. Highly likely with the water and tank size.
It’s hard to see finrot as the picture is kinda blurry.
